Runite is not readily available to everyone in Kuldra's army. Kuldra preferred that it - alongside magic wood - was reserved to the upper reaches of her army.
It is easy to look at her chaos of heads and think that she somehow represents disorder, but Kuldra instilled hierarchy in her troops. You needed to earn your place at the top of her troops, and she was consistent in what earned that place. You had to be inconspicuous enough to never draw her attention, and you needed to avoid anyone who might draw that attention. Suffer fools, and you suffer with them.
