In order to unlock the Fireball I, you must rescue Balthazar and obtain Tar or Fireball I.

Where to Get Fireball I

Fireball I has a chance to be found in Locked Chest, Silver Chest, Wooden Chest, Sarcophagus and Golden Chest. It can also drop from Scavenger Hound. It can also be crafted by the Alchemist.
