Wailing Blade can be found in the world at the spot marked on the map. It can also be crafted by the Blacksmith.

How to Craft Wailing Blade

This can be crafted by the Blacksmith. Crafts a Rare version at level 6. To unlock it, you must obtain Wailing Blade and be below Flame Level 3.
