In order to unlock the Warm Padding, you must rescue Athalan Skree and obtain Raw Wool.

Where to Get Warm Padding

Warm Padding has a chance to be found in Locked Chest, Silver Chest, Wooden Chest, Golden Chest and Sarcophagus. It can also drop from Scavenger Hound. It can be found in Huntress. It can also be crafted by the Hunter.
