Surge Shield Rechargers. They are also needed to upgrade your Gear Bench and Utility Station, and for Expedition projects.
You can find these components by defeating ARCs such as the 
Rocketeer, 
Vaporizer, Android, and Arc Courier. They are often looted from containers like Breachable Containers, Bags, and Cars. Exploration in the Blue Gate, Stella Montis, Spaceport, Buried City, and Dam Battlegrounds maps can also yield them, particularly during events like Night Raid and Harvester. You can also craft them at a Refiner or recycle them for resources.
